Do you agree?
What if private enterprise is dominated by Big Capital? Then the function of the state, naturally, seeks to increase the capacity of the resource base to those privileged few in private enterprise. Why, naturally, would the state cater to Big Money? Because that money taints the democratic process of apportioning the resource base, because it finds its way into the hands and pockets of politicians.
